The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Division “Digital Solutions” (RM.BS.3) contributes to EEAS business process effectiveness and efficiency by implementing Information Communication Technology (ICT) services, applications, tools, and infrastructure.
The Division comprises several sectors dealing with budget and administration, ICT infrastructure support, Data Center, Operations, Security, Network, Applications’ development and rollout, etc., both for EEAS Headquarters and EU Delegation network around the world. It counts 54 statutory posts in HQ, around 35 Contractual Agents acting as Regional IT Officers, and subcontracts part of its activities to external contractors (WAN management, Helpdesk & PC Support, IS experts, etc.), amongst that more than 150 external experts.

The position of a Finance and Contracts Assistant – contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
We look for
We are seeking a highly motivated colleague dealing with financial operations and contractual obligations, budget and reporting related to the activities of the Division. Together with two other colleagues, he/she will be mainly responsible for the following tasks (list non-exhaustive):
- assure effective planning and assist in the management of budgetary and financial activities as related to the activities of the Division, assuming the roles of Operational Initiating and Verifying Agent and Financial Initiating and Verifying Agent;
- in particular: co-ordinate budget preparation, allocations, implementation and reporting procedures;
- assist in the co-ordination of budget commitment processes;
- verify and approve financial assessments, invoices, payments, recovery orders , using ABAC as appropriate;
- do asset management and use ABAC assets;
- control budget execution for operational credits and administrative credits;
- provide administrative support to the Division in the performance of the budget and financial functions;
- monitoring and reporting of all financial operations, including the drafting of the Sub delegated Authorizing Officer Report and contribution to the Risk assessment and Ex-Post control reports;
Legal basis
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1
The successful candidate will be offered a contract agent position (Function group III); renewable contract for a maximum duration of 6 years (with a valid CAST exam).
Eligibility criteria
Candidates for this contract agent III post should:
- (i) have passed a valid EPSO CAST in a valid FG for this post
or
- (ii) be registered in the EPSO Permanent CAST in a valid FG for this post https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…
- have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
- have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
- Be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
Selection criteria
Candidates should:
- Have proven experience with the EU financial procedures;
- Have problem solving attitude and strong organisational skills;
- Be able to work as member of a team as well as with a degree of autonomy;
- Be able to work flexibly and under time pressure;
- Have strong service attitude;
- Have a sense of initiative;
- Have good interpersonal and communication skills in a complex, multicultural environment;
- Have a good knowledge of ABAC;
- Have a good knowledge of ARES;
- Have a good knowledge of English and French;
- Have a strong commitment to continuous service improvement.
Furthermore:
- experience in working with or within other EU institutions
would be considered a strong asset.
Specific conditions of employment
The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
