The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent foreign policy of the European Union. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity of Vice President of the Commission. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

EEAS RM.SECRE.1, Field Security Division is a dynamic team, responsible for providing security advice and support to EU Delegations worldwide, enabling their work assisting with the fulfilment of the legal duty of care obligation towards: EEAS staff and eligible dependents, assets and information.

The Division has three sectors: Operations, Resources & Logistics and Strategy. The Operations sector provides the link between HQ and field operations including the Regional Security Officer (RSO) network, comprising 71 RSOs (with three HQ RSO floaters and 68 RSOs based in Delegations). The Resources and Logistics Sector oversights the budget lines for Security services contracts, coordinates all security contract tenders worldwide, manages the procurement and maintenance of armoured vehicles, personal protective equipment, satellite communications, radio-communications networks, the Division’s human resources, and is involved in all security related financial, budgetary, legal and audit matters. The Strategy Sector is responsible for the preparation of internal policies, instructions and procedures for Delegations including the development of the Security Risk Management methodology. The sector manages and develops internal IT tools for managing security in Delegations, organises security trainings for staff including security e-learnings and Hostile Environment Awareness Training, Security Management Teams and RSOs trainings, leads on negotiations with other EU institutions and with Member States for cooperation in certain field security aspects.

We propose:

The position of Policy Officer – Strategy in the Field Security Division – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

Key responsibilities of the position will in particular entail:

  • Following up and analysing security policy trends and/or security developments in the area of the EEAS Duty of Care obligations with regard to EU Delegations around the world;
  • Engaging in development and drafting of new security instructions, procedures and policies;
  • Maintaining up to date existing security policies and guidelines on Security Risk Management, operational security, protection principles and technical security standards for physical security;
  • Engaging in development and optimisation of internal tools, including IT systems, for managing the security in Delegations and producing guidance for users;
  • Drafting analysis including, technical recommendations on protection of buildings, and contributing to drafting policy documents, annual reports, synthesis reports, speeches, briefings, instructions and communications;
  • Providing advice, training and expert knowledge on other security operational procedures, technical installations, building protection and security equipment;
  • Collecting and analysing security data for different purposes, including dissemination and presentations;
  • Communicating with the Regional Security Officers (RSOs) network, the other members of the Security Management Teams in Delegations and the HQ Departmental Security Coordinators, ensuring that instructions are effectively transmitted and implemented across the network in a cohesive, systematic and engaging manner;
  • Organising and presenting specific Security Risk Management training sessions for RSOs or other colleagues with security functions; and
  • Contributing to different events, as needed, to speak about Field Security matters.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV ;
    or
  • (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Selection Criteria:

Candidates should:

  • have an excellent ability to maintain interpersonal relations and to ensure communication in a complex, multi-cultural environment;
  • have strong numerical, drafting and analytical skills combined with sound judgement;
  • have excellent communication and presentation skills;
  • have excellent knowledge of English;
  • be stress resistant and able to work under tight deadlines;
  • have good knowledge of the European Institutions;
  • have excellent understanding of security risk management concepts;
  • have sound experience of building protection and technical security standards, and
  • have minimum working experience of three years in an international environment with experience in diplomatic or expatriates security aspects.

Furthermore:

  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in the area of security or law enforcement, in particular diplomatic security;
  • experience of working in/with an Embassy, a Delegation, an international organisation, in an International NGO, or international corporation;
  • experience in change management projects;
  • experience working in fragile security environments;
  • have excellent knowledge of French;

would be considered as assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate will be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
