In EFSA’s context, Business Analysts supports EFSA’s strategy implementation by helping to design the necessary changes to EFSA’s business processes, organisation, technology and information management towards the strategic objectives. They do so by taking a leading role in supporting EFSA’s business leaders (programme managers, process and product owners and operational unit heads) to improve EFSA’s process, organisation and information architecture and in supporting EFSA’s Transformation leaders (programme managers, project managers, transformation services unit head) to implement the EFSA’s digital strategy ensuring coherence between EFSA’s process, organisation, information and technology capabilities.
Business analysts will be recruited to support a group of processes and strategic objectives. Currently, EFSA’s four departments cover different process categories; as a core mission, each business analyst will be supporting one of these process groups:
• ASSESS: scientific risk production from European Commission Mandate to Scientific Output;
• ENABLE: logistics, planning and methodology for scientific production and support;
• ENGAGE: knowledge management, partnership, engagement and communication;
• EMPOWER: finance, human resource, legal, corporate services and information technology.
Business analysts are familiar with the EFSA’s process architecture overall and experts in a specific area of the process architecture. They will analyse the process performance metrics, the organisational capacity needs, the technology gaps as well as the opportunities, and align them with the information management needs of the organisation.
Working with technical business analysts, with architects, with solution designers, and with process and product owners, business analysts will propose solutions that span a range of process redesign, reorganisation, technology enhancement and performance metrics for managerial focus. Business analysts will propose solutions and enable change by working collaboratively with the HR, IT, Data, Knowledge, Method and Process and Quality Management business leaders as well as Change Management leaders.
Your key responsibilities
• Enables change in the EFSA’s organisational context, by defining needs and recommending solutions that deliver value to stakeholders by improving the performance of EFSA’s scientific and business process through a combination of process improvement proposals, reorganisation proposals, technology enhancements or new technology implementation proposals.
• In all change projects and technology improvement, drives for and influences the digitalisation of EFSA process and products by proposing solutions that enhance maturity in one or more of EFSA’s digital capabilities for Strategy 2027.
• Uses the organization’s existing business and operating model as the starting point for innovation, for example, by using new technologies to enable a building block.
• Builds out the story building blocks by asking and answering key business and operating model questions, at times analysing and challenging the initial business model in order to arrive at root problems and recommend optimal solutions.
• Ensures the business and operating models fit together by showing the interdependences between components, and that the business model story makes sense.
• Models business processes and identifies opportunities for process improvements.
• Identifies issues, risks and benefits of existing and proposed solutions and outlining business impacts.
• Designs customer centric business capabilities and eliminates waste in internal value streams.
• Develops business cases for the proposed solutions and monitors the business case realisation.
• Contributes to functional specifications for solutions.
• Estimates costs and identify budgetary and resource savings.
• In a team structure, follows through the implementation and the testing of proposed solutions.
• Supports business transition of new process and software tools and help to establish and reinforce change.
• Works with scientific, administrative, business and technology staff in order to help describe and understand their business and operating models by making the business model clear and explicit to all.
• Simplifies information and communication translating technical jargon, so it is easily understood by all EFSA stakeholders.

Life in Parma
Parma is a lively city of around 200.000 inhabitants located in the Italian region of Emilia-Romagna and ranked as one of the most liveable cities in Italy. Salary and benefits
The successful candidate will be recruited as Temporary Agent Grade AD7 with the basic salary starting from € 6.414 monthly, subject to an annual review of remuneration provided for in Article 65(1) of the Staff Regulations.
In addition to the basic salary, EFSA offers a range of benefits:
- Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.
- Wide range of leaves (e.g. annual leave, parental leave, public holidays) and flexible working hours. Besides working in EFSA’s modern headquarter located in the heart of Parma, staff members are also offered the possibility to telework up to 50% of working time.

WHAT ARE THE SELECTION REQUIREMENTS?
You must satisfy the following requirements on the closing date for submission of your application:
I. Eligibility criteria
1. General requirements
• Be national of a Member State of the European Union, Iceland or Norway;
• Enjoy full rights as a citizen;
• Have fulfilled any obligations imposed by laws concerning military service;
• Be physically fit to perform the duties linked to the post;[1]
• Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
• Meet the character requirements for the duties involved.
2. Qualifications
a) A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma[2];
OR
b) A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma[2], and in addition at least one (1) year of professional experience.
3. Experience
In addition to the above, at least six (6) years of proven professional experience[3] acquired after having obtained the qualifications mentioned in point 2.
In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.
II. Selection criteria
The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.
1. Technical competencies
i. At least 6 years of experience as business analyst;
ii. Knowledge in different types of business and operating models for various public and private organisations (existing, new, emerging and hybrid.);
iii. Experience in project management, product management, service delivery, change management and other aspects of business transformation and performance;
iv. Experience in creating original concepts and theories for a variety of projects using strong analytical and conceptual skills;
v. Experience in Business Process Design, Re-engineering and/or business process management;
vi. Knowledge of existing, new and emerging technologies and ability to practically apply them to new business designs and business models to achieve targeted business outcomes;
vii. Knowledge in all aspects of designing and constructing customer centric business capabilities, value streams, business processes, and organizational structures;
viii. Knowledge of financial analysis technique, business case development and performance metrics development;
ix. Knowledge of quantitative and qualitative data analysis, inductive and deductive critical reasoning;
x. LEAN Six Sigma certification or equivalent;
xi. Certified Business Analysis Professional (CBAP) certification or equivalent;
xii. Knowledge and experience in one or more of the four process groups described in the job description is considered as a plus.

NOTE
This vacancy is published as well internally at the grade bracket AD5 – AD7.
[1] Before appointment, a successful candidate shall be medically examined by an institution’s medical officer in order that the European Food Safety Authority may be satisfied that he/she fulfils the requirement of article 28(e) of the Staff Regulations of the Officials of the European Communities.
[2] Any academic qualification mentioned in the application form shall be duly supported by evidence (original or certified copies of e.g. diplomas, certification, etc.) Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant EU Member State authorities will be accepted. In order for your professional experience to be taken into consideration, it must be supported by relevant documents attesting an actual work relationship defined by the following elements: real, genuine work; on a paid basis; as employee (any type of contract), or provider of a service. Any given period may be counted only once (in order to be calculated as eligible, years of studies or professional experience to be taken into account shall not overlap with other periods of studies or professional experience). Professional activities pursued part-time will be calculated pro-rata on the basis of the certified percentage of full-time hours worked. Remunerated PhDs acquired in a field relevant to the job description can be counted as professional experience up to 3 years. Paid traineeships are counted as working experience. Prior to contract signature, the successful candidate(s) will need to provide original versions of documents proving the candidate’s work experience.
