WE ARE
The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent foreign policy of the European Union. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council.
It also supports the High Representative in his capacity of Vice President of the Commission. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Division “RM.HR.1 – Human Resources Policy” is responsible for supporting the organisation in the management of its human resources in an effective and sustainable manner, for continuously improving the structure of the organisation at headquarters and in the network of Delegations. The objective of the EEAS Human Resources Policy Division is also to review and improve the procedures, working methods and culture, with a view to enhancing consistency and transparency and ensuring that the required means are in place to support the Service and its staff.
In particular, and amongst other things, we:
- Develop the EEAS human resource policy framework with regards to both the dimensions relating to the working environment and culture and the management of resources;
- Monitor and manage the allocation of posts, as well the organisation charts of HQ and Delegations, through cooperation with the relevant HR as well as geographical departments;
- Monitor the HR situation regularly and reflect this in our monthly statistics on staff and posts and in the yearly Human Resources Report, which provides a detailed yearly overview of the EEAS human resource development;
- Coordinate task forces related to the opening or closure of Delegations.
WE PROPOSE
The position of HRM Officer in Human Resources Policy division.
A challenging position as Human Resources Officer to coordinate the management of posts in the EEAS and work on the analysis of staffing needs in the service, contribute to the development of HR policies in the areas covered by the division and lead the work on the development of the eLearning on the EEAS anti-harassment policy. The HR Officer will also contribute to the development of internal communication activities on the files for which the division has a leading role.
The main responsibilities of the post are as follows:
POLICY DEVELOPMENT
- To develop and implement human resources policies in the areas covered by the division;
- To coordinate the implementation, monitoring, promotion and review of the EEAS anti-harassment policy;
- To ensure the timely update and development of policy documents in collaboration with all relevant EEAS and European Commission services;
- To present HR policies during seminars or training sessions as required;
- To lead the development of the eLearning on the EEAS anti-harassment policy.
SYSPER SUPPORT
- To manage operations in SYSPER including management of quotas, creation and manipulation of posts and implementation of transfers;
- To ensure quality control checks and implement the necessary corrections in SYSPER;
- To provide user support to other HR divisions.
POST MANAGEMENT & BUDGET
- To coordinate post management activities in headquarters, including the implementation of reorganisations and the assurance of the timely follow-up on staffing requests;
- To develop human resource allocation processes and ensure their implementation to strengthen the service;
- To be the focal point with the budget division (RM.BS.1) on post management issues;
- To coordinate, oversee and implement the annual budget procedure and resource allocation process;
- To coordinate and implement screening exercises to identify current and future staffing needs;
- To contribute to the reorganization of EEAS services according to changing political priorities and service needs;
- To contribute to the preparation of the EEAS Establishment Plan and ensure its correct implementation.
METRICS, STATISTICS AND REPORTING
- To produce statistical reports and develop human resources metrics and statistics for the EEAS and external stakeholders;
- To draft decisions, policy papers, briefings, notes and answer parliamentary questions in the areas of human resources policy, metrics and statistics, and optimization of human resources at headquarters and in the Delegations;
- To improve the data quality and the reliability of HR statistics;
- To assist in the preparation of HR documents with the coordination and production of relevant data on key performance indicators.
COMMUNICATION AND PUBLICATIONS
- To develop internal communication campaigns and awareness raising initiatives on HR policies;
- To develop and design the communication material related to HR policies.
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS)([1]), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents.
The successful candidate will be offered a contract as Temporary Agent under Article 2(b) of the Conditions of Employment of Other Servants (CEOS) at the grade of AD07 for a 4-year duration, renewable for another 2 years.
ELEGIBILITY CRITERIA
Candidates must meet ALL of the following general and specific conditions on the closing date for online applications:
- Be a national of one of the EU Member States and enjoy full rights as a citizen;
- Meet any obligations imposed on him or her by the laws concerning military service;
- Provide the appropriate character references as to his suitability for the performance of his duties;
- Have the capacity to work in languages of the CFSP (English and French, in writing and orally). Both languages are required in the performance of the duties. The command of one language must be at minimum C1 level (Language 1 — thorough knowledge) and the command of the other one must be at minimum B2 level (Language 2 — satisfactory knowledge).
- possess a level of education
- which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR
- which corresponds to completed university studies attested by a diploma and relevant professional experience of at least one year when the normal period of university education is at least three years.
- have gained at least 6 years’ full time professional experience. This experience must have been gained after obtaining the four-year diploma or after obtaining the three-year diploma and the one year relevant professional experience;
Candidates should:
- have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
- have an excellent capacity to create constructive working relations with national authorities, international organisations and EU Member States;
- have strong drafting, communication and analytical skills combined with sound judgement;
- have excellent knowledge of external relations, internal policies and functioning of the Union;
- have excellent knowledge of HR processes within the EU institutions;
- have proven experience in Sysper and HR Reporting tools;
- have experience in the preparation of annual budget exercises and the preparation of statement of estimates (draft budget) related to posts;
- demonstrated ability to manage projects in coordination with different services and EU institutions;
- have proven experience of more than 5 years in the fields of HR management, resource allocation and reporting, ideally within EU institutions or international organisations;
- demonstrated ability to resolve wide ranging complex HR problems and the ability to respond to urgent staffing needs, through careful consideration of Establishment Plan and budget possibilities;
- have a proven experience in communication and coordination tasks;
- have excellent knowledge of Microsoft Excel and proven experience of working with complex HR data.
Furthermore:
- experience of working in an Embassy, a Delegation (or equivalent in an international organisation);
- experience of working in a team in multi-disciplinary and multi-cultural environment;
- experience of negotiations;
- experience in developing eLearning trainings;
- knowledge of design and publication tools for the development of policy and communication material.

- Pre-selection
The selection panel will make a pre-selection on the basis of the qualifications and the professional experience described in the CV and motivation letter.
- Selection

APPOINTMENT:
The selected candidate will be recruited as temporary agents under Article 2(b) of the Conditions of Employment of Other Servants (CEOS), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents
The selected candidate will be required to undergo a medical fitness examination in accordance with Article 13 of the CEOS.
Candidates shall have a valid Personnel Security Clearance (PSC) allowing them to access information classified at the level “SECRET UE/EU SECRET” or will be required to undergo the corresponding security vetting in accordance with the EEAS security rules([3]). In case the successful candidate does not obtain his or her PSC, his or her engagement will be terminated.
In case of positive results on the medical fitness examination and after assessment of the PSC conditions, the candidate will be offered a contract as Temporary Agent, Grade AD07[4] for a duration 4 years renewable only once for another 2 years.
All member of the temporary staff shall serve initially a nine-month probationary period in accordance with Article 14 CEOS.
