WE ARE:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice-President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The “Rights, Obligations and Medical Cell” Division, within the Human Resources Directorate of the EEAS, is a dynamic Division composed of 36 colleagues, with a varied portfolio of activities. The Division plays a key role to ensure the duty of care over staff and dependents both in HQ Brussels and in the network of EU Delegations across the world. In this context, the EEAS Medical Service is in particular responsible for providing medical and psychological advice and support to the staff and families, focusing mainly on the 144 EU Delegations, with particular attention to hardship postings and crisis situations (man-made or natural).

WE PROPOSE

The position of Medical Advisor – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

WE LOOK FOR

We are seeking an enthusiastic, focused and forward-thinking qualified medical officer to join the Medical Service of the EEAS, which currently consists of three medical doctors, one psychologist and one nurse.
The successful candidate will be involved in the following tasks:
Provide medical and psychological advice and support to staff and families posted abroad;
Contribute to the development and implementation of new policies, procedures and guidelines related to health and wellbeing (occupational and preventive health for delegations, high-risk postings, emergency response, procurement of medical equipment, reintegration at work, health and wellbeing trainings, etc.);
Where appropriate, organise medical repatriation/evacuation of expatriate staff and dependants posted in EU delegations;
Carry out pre-deployment medical evaluations;
Provide medical support and advice in crisis situations (man-made or natural) in EU Delegations;
Be responsible for the deployment of a new medical software for the Medical Service;
Participate in medical networks with other EU Institutions, EU Member States and the UN Medical Services;
Assist with the organisation of EEAS vaccination campaigns, incl. COVID-19 vaccination.

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS)1.

The successful candidate will be offered a contract agent position (Function group IV) on the basis of a contract of an initial duration of 1 year that can be extended for a maximum duration of 6 years (subject to passing a CAST exam).

ELIGIBILITY CRITERIA

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV;
    or
    (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…;
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

SELECTION CRITERIA

Candidates should:
– be a certified medical doctor with the right to practice in Belgium;
– have experience in working in a public or private medical service;
– have experience in working in a multi-disciplinary and multi-cultural environment;
– have the capacity to perform with discretion and accurately different tasks in a complex and dynamic working environment;
– have excellent communications skills, both oral and written;
– have a good command of English and French (orally and in writing);
– have a good command of MS Office, particularly of Excel;
– be able to work and deliver under pressure and in a flexible manner; and
– be able to exercise sound judgment and to work autonomously and in a service-oriented fashion.
In addition,
– proficiency in use of electronic health data platforms;
– experience in working with or within other EU institutions, including a sound understanding of the internal organisation of the EEAS;
will be considered as strong assets.

SPECIFIC CONDITIONS OF EMPLOYMENT

The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
