The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Consular Affairs Division (EEAS ISP.4) supports cooperation and coordination between the EEAS, EU Delegations and the Member States in the consular field, in particular by contributing to the implementation of EU citizens’ rights of non-discriminatory access to consular protection in a third country (Article 23 TFEU) and by supporting the coordination and cooperation measures to facilitate consular protection especially for unrepresented EU citizens in third countries (Council Directive 2015/637 of 2015).
We propose
The position of Policy Officer – Contract Agent FGIV as per Article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
The jobholder will work under the guidance of the Head and Deputy Head of Division and will provide support to the Consular Affairs Division on a wide range of horizontal issues relevant to the work of the Division, including on training, communication and information.
In addition, the jobholder will provide support, as necessary, to the work of the Consular Crisis Task Force and of the section in charge of consular support to EU Delegations. S/he will also be involved in the planning and conduct of consular exercises and will support the management of the Consular OnLine (CoOL) platform.
The main duties will include:
- assisting EU Delegations with specialised support regarding consular cooperation;
- supporting EU Delegations and Member States in the event of a consular crisis;
- implementing projects on consular cooperation, together with Member States, to explore how EU Delegations can better support Member States in their role of providing consular protection to EU citizens in third countries in case of/during consular crisis;
- collaborating with the rotating Council Presidency, the Council Working Group on Consular Affairs (COCON), relevant EU institutions, such as DG ECHO, DG JUST, DG HOME and with international partners;
- developing training material and conduct consular crisis response exercises with EU Delegations and Member States.
We look for
We are looking for a dynamic, proactive, flexible and motivated colleague, ideally with national and/or EU Delegation’s experience in dealing with consular issues, or with crisis situations.
Legal basis
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1
The successful candidate will be offered a Contract Agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).
Eligibility criteria
Candidates for this Contract Agent FG IV post should:
- – (i) have passed a valid EPSO CAST in FG IV ;
or
- (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…
- have completed university studies of at least three years attested by a diploma;
- have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
- be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
SELECTION CRITERIA:
Candidates should:
- have a minimum of two years of relevant professional experience;
- have ability to maintain diplomatic relations and to ensure representation and communication in a complex, multicultural environment;
- have capacity to create constructive working relations in the field of external relations with national authorities, international organisations and EU Member States;
- have strong drafting and analytical skills combined with sound judgement;
- have knowledge of external relations, internal policies and functioning of the Union;
- have the ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment;
- have strong service attitude;
- have a good understanding of consular affairs, of the relevant legal and institutional framework and, in particular, of the role of the EEAS and of EU Delegations;
- have a proven capacity to work under tight deadlines, individually and as part of a mixed team with different backgrounds in a challenging environment, and a good team working attitude.
- be fluent in English and have basic proficiency in French (both orally and in writing);
Furthermore:
- experience of working in a team in multi-disciplinary and multi-cultural environment;
- experience in working with or within other EU institutions;
- experience of consular affairs in an EU or national context and/or experience of crisis management;
would be considered as strong assets.
Specific conditions of employment
The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
