The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The European Peace Facility Division (ISP.5) is a division within the Integrated Approach for Security and Peace Directorate (ISP), which ensures the overall management of the European Peace Facility (EPF) – a new EU external action mechanism for the financing of CFSP actions of a military and defence nature. The Division is be responsible for the planning/programming, identification and operational management of assistance measures (AM) as well as for the preparation and negotiation of relevant Council decisions. It also ensures political and operational reporting functions, including on safeguards and risk mitigation. The Division will work closely with relevant EEAS departments, Commission services and the Council.

The position of Finance and Planning Officer – European Peace Facility – in the ISP.5 division – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
We look for
A motivated person for the challenging position as Finance and Planning Officer – European Peace Facility – in ISP.5, within the Directorate for the Integrated Approach for Security and Peace (ISPD). Under the direction of the ISP.5 Head of Division and the EEAS representative to the EPF committee, and in cooperation with the financial units of the EPF administrator for operations and of the EPF administrator for assistance measures, the Finance and Planning Officer will contribute to financial planning/programming, monitoring and consolidated reporting of the financial implementation of actions funded under the European Peace Facility (EPF). The officer will also be responsible for monitoring of assistance measures and concept notes from the internal approval stage through to approval by the Council, requiring management of a planning calendar and liaising internally, as well as with the Council, Commission and other relevant stakeholders, with a view to ensuring that proposals are taken forward in a timely manner and that reporting requirements are fulfilled.
The main duties will include:
- Contribute to the effective financial planning and programming of EPF actions (operations and assistance measures);
- contribute to the monitoring of the EPF financial ceiling and to the preparation, if needed, of HR proposals to the Council for changes to its annual distribution;
- coordinate with the financial units of the EPF administrator for operations and of the EPF administrator for assistance measures the status of the financial implementation of EPF actions;
- contribute to the preparation of the financial information to be presented by ISP.5 to different bodies, including forecasts and consolidated reports to the EPF Committee and to the Political and Security Council and the Council, among others;
- provide administrative support to the Division in the performance of the budget and financial functions;
- planning and oversight of the overall flow of concept notes and HR proposals for assistance measures over the lifecycle of a particular measure i.e. from the internal approval stage, consultation with Commission services, and in the Council, and then reporting and monitoring phases.
- She/he should also have a strong commitment to continuous service improvement, including by supporting the work in other EPF-related areas when needed.
Legal basis
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1
The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).
Eligibility criteria
Candidates for this contract agent IV post should:
- (i) have passed a valid EPSO CAST in FG IV ;
or
- (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…
- have completed university studies of at least three years attested by a diploma;
- have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
- be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
SELECTION CRITERIA:
Candidates should:
- Have proven experience with EPF procedures;
- Demonstrable experience of planning and / or project management;
- Have problem solving and organisational skills;
- Have capacity to be able to work as member of a team as well as with a degree of autonomy;
- Have ability to work flexibly and under time pressure;
- Be service-minded with a sense of initiative;
- Have good interpersonal and communication skills in a complex, multicultural environment;
- Have a good knowledge of a Microsoft Office – type suite, especially regarding the use of spreadsheets;
- Have a good knowledge of English and French;
Furthermore:
- experience in the ATHENA mechanism financial management or with EPF financial procedures;
- experience of working in a team in multi-disciplinary and multi-cultural environment;
- experience in working with or within other EU institutions and
- experience handling EUCI
would be considered as assets.
Specific conditions of employment
The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
