Salary:

The maximum salary for this position is EUR 4.000, subject to national taxes and social insurance. The Outreach and Public Engagement Coordinator will be working full time from the EUISS office in Brussels.

Duration:

The initial contract will run for 24 months from September/October 2021 to September/October 2023, with the possibility of an extension of up to 12 additional months.

Job description

The EUISS is looking for a highly motivated and dynamic individual with a great sense of responsibility to support research and public engagement coordination of the EU Cyber Direct project. This is a high exposure position that requires independent thinking, self-discipline and professionalism. The Outreach and Public Engagement Coordinator will be responsible for maintaining contacts with external stakeholders and research teams at the partner institutions. They will be responsible for maintaining contacts with the project Advisory Board and Project Steering Committee. The Outreach and Public Engagement Coordinator will report to the EU Cyber Direct Project Director based in Brussels and will work closely with other members of the team at the EUISS and at the partner institutions.

Main responsibilities

  • Outreach: in cooperation with project experts, design and implement outreach activities that strengthen the EU Cyber Direct visibility and impact;
  • Public engagement: under the supervision of the Project Manager, design and implement a stakeholder relations strategy; maintain contacts with governments, civil society and private sector stakeholders.
  • Monitoring and research: monitor relevant EU and national government developments as well as the work of think tanks, policy institutes and other NGOs in the field of cyber domain.

Eligibility criteria

On the closing date for applications, candidates must fulfil all the following conditions:

  • Be a national of a member state of the European Union;
  • Enjoy full rights as a citizen to be attested at the moment of recruitment by a recent extract from a judicial record and/or certificate of good conduct;
  • Have fulfilled any obligations imposed by national law on military service;
  • Be physically fit to perform the required duties.

Education

  • A Masters’ degree in Political Science, International Relations, Economics or other disciplines relevant to this position.

Selection criteria

Qualifications and skills

  • Fluency in oral and written English; working knowledge of French and/or Spanish will be an asset;
  • Excellent communications skills, including facilitating communication between researchers and policymakers;
  • Highly organised, independent, rapid-output oriented, and meticulous in achieving delivery targets.

Professional experience

  • At least 1 year of proven experience in working for a research institute, think tank or another organisation with a similar profile of activity;
  • Excellent understanding of the EU and global cyber, digital and tech-related debates; an experience in working with the EU institutions will be an asset;
  • Experience in research, policy and/or business relationships with EU governments, civil society and private sector;
  • Demonstrable experience in organising events and outreach activities.

Procedure

The EUISS recruitment procedure is applicable.

The Selection Board will screen the applications and establish a shortlist of candidates to be invited for an interview.

The successful candidate will be offered an initial contract of two years with a nine-month probationary period.

Complaints: Candidates have the right to address to the Director of the EUISS an administrative complaint under Article 30.1 of the EUISS Staff Regulations. The complaint must be directed against an act that adversely affects their legal status as a candidate.

Candidates also have the right to submit an appeal to the EUISS Appeals Board, under Article 30.3 and Annex X of the EUISS Staff Regulations. Appeals are not admissible before an administrative complaint has first been made.

Candidates can make a complaint to the European Ombudsman. It should be noted that, under Article 2(4) of the general conditions governing the performance of the Ombudsman’s duties, any complaint lodged with the Ombudsman must be preceded by the appropriate administrative approaches to the institutions and bodies concerned.
