Corporate Planning and Monitoring Officer

Are you interested in applying your skills and expertise to coordinate the EFSA corporate planning, monitoring, and reporting activities, and deliver performance insights to drive the alignment of EFSA’s activities and resources to the organisation’s strategic objectives?
The jobholder will work in the Management and Services Department. The mission of the department is to provide services and solutions ensuring sound governance and accountability, efficient use of resources and an inspiring working environment.
Your key responsibilities
- Ensure the implementation of the corporate planning and monitoring process of EFSA, including:
- The definition and review of EFSA’s multiannual strategy;
- The preparation of related reports, such as the Single Programming Document, the Consolidated Annual Activity Report, infra-annual progress reports;
- The definition of EFSA’s annual and multiannual plan work programme, and the alignment of EFSA’s activities and resources (budget and FTEs) to the organisation’s strategic objectives;
- EFSA budget planning, monitoring, and reporting
- The delivery of performance insights to drive the achievement of EFSA’s strategic objectives;
- Provide guidance and recommendations to internal and external actors in the area of corporate planning, monitoring and reporting;
- Manage relations and communication with internal and external stakeholders in the area of corporate planning, monitoring and reporting;
- Provide strategic input on EFSA’s governance and performance management approaches;
- Coordinate activities of the team and other contributors to the corporate planning, monitoring and reporting process and ensure they are equipped and sufficiently supported to achieve successful results.

Life in Parma
Parma is a lively city of around 200.000 inhabitants located in the Italian region of Emilia-Romagna and ranked as one of the most liveable cities in Italy. Its centre is rich in art, with architecture from different periods and plenty of parks. Parma is famous for its food, surrounding picturesque countryside and medieval castles. It is strategically located between major cities like Milano and Bologna and within reachable distance from ski resorts, seaside, and mountains.
Salary and benefits
EFSA can offer the selected candidate a contract of 5 years with the possibility of renewal. If renewed for a second time, the contract will be for an indefinite period. More information can be found in the Notice on policy on the duration of staff contracts at EFSA.
The successful candidate will be recruited as Temporary Agent Grade AD7 with the basic salary starting from € 6.863 monthly, subject to an annual review of remuneration provided for in Article 64 and Article 65(1) of the Staff Regulations.
In addition to the basic salary, EFSA offers a range of benefits:
- Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.
- Wide range of leaves (e.g. annual leave, parental leave, public holidays) and flexible working hours. Besides working in EFSA’s modern headquarter located in the heart of Parma, staff members are also offered the possibility to telework.

WHAT ARE THE SELECTION REQUIREMENTS?
You must satisfy the following requirements on the closing date for submission of your application:
I. Eligibility criteria
1. General requirements
• Be national of a Member State of the European Union, Iceland or Norway;
• Enjoy full rights as a citizen;
• Have fulfilled any obligations imposed by laws concerning military service;
• Be physically fit to perform the duties linked to the post;
• Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;
• Meet the character requirements for the duties involved.
2. Qualification
a) A level of education which corresponds to completed university studies of at least four (4) years attested by a diploma;
OR
b) A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma, and in addition at least one (1) year of professional experience.
3. Experience
In addition to the above, at least six (6) years of proven professional experience acquired after having obtained the qualifications mentioned in point 2.
In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.
II. Selection criteria
The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.
1. Technical competencies
i. At least 6 years of professional experience in corporate planning, monitoring and reporting activities, using good practice management systems, methodologies and tools;
ii. At least 3 years of professional experience in strategy definition and implementation, using good practice management systems, methodologies and tools;
iii. Proven experience in creating corporate reports and documentation, presentations and other communication material and facilitating interactions (e.g. workshops) with internal (e.g. senior and middle management) and external (e.g. management board, institutional partners) stakeholders;
iv. Proven experience in the coordination of activities (e.g. processes, programmes, projects) and the underlying resources (e.g. people, budget), using good practice management systems, methodologies and tools;
v. Proven experience working with/in EU Institutions’/Agencies, and in particular, the EU performance framework and related budget and resources management modalities.
