The flagging system refers to the categorisation of candidates into different profiles and statuses, depending on their qualifications and other details. These candidates are put on the reserve list, and from this point onwards, are referred to as ‘laureates’. Their names and details are entered in the ‘E-Laureates’ database, and they are given different statuses to which EU institutions can refer to before recruiting them. The flags corresponding to different statuses are in different colours, and the database has a simple coding system where each colour corresponds to a certain status.
