The language requirements are not related to the citizenship or nationality of the candidate in any way, except for a few exceptions. These exceptions include exams for enlargement, for which there are citizenship and language rules in force. However, the citizenship can sometimes automatically determine the language profile for the exam, especially in cases where the first language has to be determined. In other cases, candidates can choose their first language depending on their fluency rather than their ethnicity.
The second language of a candidate must be their first foreign language. It is usually English, French, or German. Candidates are often selected for their fluency in their second or third languages. Two languages cannot have the same status.
