We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

Within the Security and Infrastructure Directorate, the Division HQ Security and EEAS Security Policy (SI.2) has the mission to protect EEAS Staff, visitors, premises and physical assets in Brussels and classified information relevant to the EEAS, by putting in place appropriate security measures and procedures.

The position of Policy Officer (Security) – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

We look for

We are seeking a highly motivated colleague who will deal with EEAS Security Policy and Awareness and EU classified information reporting to the Head of Security Policy and Awareness Sector under the authority of the Head of SI.2 Division.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • – (i) have passed a valid EPSO CAST in FG IV;
    or
  • – (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al… 2
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

SELECTION CRITERIA

The Policy Officer (Security) will be called to:

  • Contribute to the development of security rules, policies, and guidelines for the protection of EU Classified Information (EUCI);
  • Produce, among others, practical instructions for staff handling EUCI, best practices for the EEAS central registry and sub-registries, operating procedures for Administrative Areas, Secured Areas, technically secured areas and for security accreditation processes for various EEAS sites in Brussels and in EU Delegations;
  • Support the EEAS Security Accreditation Authority in performing tasks related to the management of security inspections and the security accreditation of Secured Areas such as establishing EEAS security inspection protocols, the annual inspection programme, implementing the workflow of the security inspections and drafting inspection reports;
  • Support the High Representative in formulating recommendations to the Council to open negotiations for Security of Information Agreements, conducting and sustaining negotiations with Third States and draft Agreements for the exchange of classified information and their implementing provisions based on the legal provisions of the article 218 TFUE;
  • Promote a security culture in the EEAS by, among others, contributing to the conceptual development and implementation of the EEAS Security Awareness Programme;
  • Provide security briefings in different formats to different audiences;
  • Support the Chair of the EEAS Security Committee in his/her function and provide organisational and administrative assistance to the Committee proceedings;
  • Assist the Head of Division, Deputy Head of Division and Head of Sector in carrying out activities related to the Division/Sector.

Candidates should:

  • have relevant education or experience in security;
  • have knowledge of external relations, internal policies and functioning of the European Union;
  • have a background in security procedures and a thorough knowledge of the Security rules of the EU Institutions;
  • have sound knowledge and/or proven experience in the areas of drafting policies and administrative guidelines and interpreting legal texts;
  • have the ability to analyse situations and to communicate clearly on complex issues;
  • have the capacity to perform diverse tasks accurately and with flexibility in a complex institutional environment;
  • have a good knowledge of the most common IT tools.

Furthermore,

  • working experience with the EU institutions, International organizations or diplomatic missions;
  • experience in planning and managing administrative tasks related to Committee proceedings;
  • knowledge of relations with National Security Authorities and Accreditation of Secured areas;
  • previous experience of managing of EUCI;
  • and fluency in French

would be considered as strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
