We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Civilian Planning and Conduct Capability (CPCC) is the permanent EEAS structure supporting the Civilian Operations Commander. The Civilian Operations Commander is the overall commander at the strategic level of currently 11 civilian CSDP crisis management missions and provides strategic guidance and direction to the Heads of Mission. The Civilian Operations Commander reports directly to the High Representative for Foreign Affairs and Security Policy and through him to the Council of the EU. Under the political control and strategic direction of the Political and Security Committee and the overall authority of the High Representative, the Civilian Operations Commander ensures the effective planning and conduct of civilian CSDP crisis management missions, as well as the proper implementation of all mission-related tasks.

In particular, the Missions Operational Support Division (CPCC.4) is responsible for Logistics as well as Communication and Information Systems (including cyber) at Headquarters level. The Division develops related policies, provides guidance and advice to Missions as well as support regarding procurement of equipment. Following an agreement between the Commission, the EEAS and the Council, the Mission Support Platform (MSP) was created in 2016. In its conclusions on the MSP the Council stated that “The MSP will be established in coordination between the Commission and the European External Action Service to provide support and bring forward greater efficiencies, flexibility and economies of scale to civilian CSDP missions.” It aims to support the Missions and mitigate the difficulties identified during the start-up phase and improve rapid deployment and achieve greater efficiency.

It consists of two cells within the Commission/FPI and the EEAS/CPCC supervised by the Director of FPI and the Civilian Operations Commander.

We propose

The 2 positions of Logistics Expert – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS) are part of the Mission Support Platform (MSP).

We look for

The persons to be recruited will work within the CPCC.4 under the overarching guidance of the Head of the Missions Operational Support Division, and the direct supervision of the dedicated Head of Sector. The positions entail the following tasks:

  • Assist in the planning, analysis, design and implementation of all aspects related to Warehousing and Supply Chain Management of Civilian CSDP Missions (Missions);
  • Develop, prepare, coordinate and monitor overall Supply Chain Management and Warehousing plans including forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs;
  • Assist in the development, implementation and follow-up of policies and procedures for Mission Support in the field;
  • Contribute to the definition of technical specifications and terms of reference for the launching of Framework Contracts and other means of procurement;
  • Monitor and co-ordinate all multifunctional logistical requirements of the Missions;
  • Ensure the implementation and subsequent follow-up of a comprehensive centralised Enterprise Resource Planning (ERP) System for warehousing and asset management across the Missions;
  • Support CSDP Missions in Enterprise Resource Planning (ERP) System activities linked to Logistics, in particular system management and administration;
  • Liaise and coordinate as appropriate with counterparts in Missions, relevant EEAS Services and FPI on logistical/financial matters;
  • Assist in preparation of reports linked to Mission Support activities;
  • Provide expert advice to hierarchy and Missions on topics related to Logistics in the field of Warehousing, Supply Chain Management and Asset Management;
  • Support the coordination of the focal points network in the CSDP Missions and follow up the network in the implementation of related standards and best practices;
  • Contribute to technical working groups, meetings and events related to Mission Support, representing the interest of the CPCC and civilian CSDP Missions;
  • Participate in Technical Assessment Missions, Technical Survey Missions, etc.;
  • Implement audit recommendations;
  • Support CSDP mission staff selection panels as appropriate;
  • Manage rapid deployment stocks/start-up kits as appropriate;
  • Undertake any other related tasks as requested by the Division’s management.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Candidates for this contract agent IV post should:

  •  – (i) have passed a valid EPSO CAST in FG IV;

    or

  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

SELECTION CRITERIA:

The ideal candidates should demonstrate:

  • Proven relevant professional experience minimum 6 years in the area of Logistics and Supply Chain Management, preferably in large private or in public institutions, international organisations such as OSCE and the UN, NGOs or other similar actors;
  • Knowledge of Supply Chain Management and awareness of products and services, markets and industrial business networks;
  • Good knowledge of current technologies used for Warehousing, Supply Chain Management, Asset Management, such as Enterprise Resource Planning (ERP) System (e.g. SAP, Unit4 or similar) or Integrated Resource Management Software (IRMS);
  • Good skills in word processing, spreadsheets, presentations software, Internet/Intranet, use of email systems and capacity to adjust to in house IT applications;
  • Thorough command of written and spoken English;
  • Sound reporting skills;
  • Ability to work professionally as a member of the Division, in multicultural task forces and working groups with mixed composition (other Mission-support related functions as well as with police, judicial, civilian and military staff);
  • Resilience in case of crisis that implies unpredictable working hours and a considerable workload;
  • Willingness to travel frequently and on short notice into countries where CSDP Missions operate;
  • A strong service attitude.

Furthermore:

  • Experience in field work (CSDP missions, UN missions, or other similar actors/organisations) related to Logistics, Warehousing, Supply Chain Management;
  • Project Management certification and Project implementation;
  • Working knowledge of French;

would be considered as strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
