We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent European Union foreign policy. The EEAS supports him in his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission for a Stronger Europe in the World, responsible for co-ordinating other aspects of the external action of the European Union. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Real Estate in Delegations Division is responsible for the definition and implementation: of the real Estate policy of the EEAS in EU Delegations, of the Housing and Residences policy and of the Colocation policy, as well as for various logistic support services, including the Diplomatic Pouch. It supports EU Delegations in managing Real Estate projects and in implementing all other policies; and it manages the corresponding budget lines, service contracts and procurement procedures.

We propose:

A challenging position as Data analyst assistant – contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS), in the Real Estate in Delegations Division.

S/he will be in charge of gathering, analysing and reporting on key data on the different policies under the responsibility of the Division (offices, Residences, staff accommodation, car fleet, etc.); and of improving the data quality and the reliability of our statistics. S/he will also have to be proactively involved in the activities of the Division.

We look for a proactive and motivated colleague with experience in compiling statistics and key performance indicators, and analysing them, wishing to be part of a team dealing with one of the broadest portfolios (in terms of policies covered and financial responsibility) in the EEAS.

His/her main responsibilities would be:

  • To keep the real Estate data dashboards up to date;
  • To define and update monitor key performance indicators, to benchmark policy objectives and for communication and briefing purposes;
  • To analyse statistics (global metrics) and produce quarterly reports for internal communication (intranet, leaflets, short publications);
  • To improve data quality (of both hour excel dashboards and our data bases, such as Immogest) to increase the reliability of our indicators;
  • To assist the operational colleagues in the yearly priority-setting exercises, by providing proficient excel support and advice on the methodology; and by analysing the results and drafting the summary conclusions;
  • o assist in the preparation of any documents (Working Documents, Annual Working Plans, briefings, etc.) that require a statistical annex.
  • Create new tools and reports as necessary.

Eligibility criteria:

Candidates for this contract agent III post should:

  • (i) have passed a valid EPSO CAST in a valid FG for this post

or

  • (ii) be registered in the EPSO Permanent CAST in a valid FG for this post https://epso.europa.eu/apply/job-offers_en?keyword=&contract=37&grade=Al…
  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Selection Criteria:

Candidates should:

  • have experience in the compilation of statistics and analysis of data;
  • have an excellent command of MS Office, particularly of Excel; and a strong capacity to develop sophisticated but user-friendly excel tools;
  • have the capacity to perform accurately and with a sense of detail different tasks in a complex institutional environment;
  • have strong analytical and numerical skills, combined with sound judgement;
  • have good communication skills, the ability to develop attractive infographics and to communicate clearly on complex issues;
  • have a good knowledge of English and French (orally and in writing);
  • have knowledge of external relations, internal policies and functioning of the Union;
  • be able to work and deliver under pressure and in a flexible manner; and
  • be able to work autonomously and in a service-oriented fashion.

In addition,

  • a statistical or economic background;
  • command of EU specialised IT tools (ABAC, ARES);
  • experience in working in a multi-disciplinary and multi-cultural environment;
  • an understanding of the real Estate needs of EU Delegations and/or Embassies;
  • experience in working with or within EU institutions or Delegations, in a national diplomatic service, or in a multi-disciplinary and multi-cultural environment;

will be considered as strong assets.

Specific conditions of employment:

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
