EEAS Call for Expression of Interest for the recruitment of
one Temporary Agent under Article 2(b) of the
Conditions of Employment of Other Servants (CEOS)
WE ARE
The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent foreign policy of the European Union. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity of Vice President of the Commission. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The EEAS Task Force (TF) on “EU Safe Passage Task Force Afghanistan” will ensure the overall coordination and steering of issues related to the safe and legal passage of EU affiliated Afghans from Kabul to their final destination of resettlement. The TF will steer and coordinate the work and the tasks below will be implemented in close cooperation with and with support from the Commission, relevant agencies and Member States. The EEAS Task Force is placed under the authority of ASIAPAC DMD as the Head of Task Force, who will supervise all aspects of the work, from internal coordination to external representation. The coordinator, will be attached to the Head of Task Force. The Head of the Task Force reports to the Secretary General and SG Office.
WE PROPOSE
The position of Crisis management coordinator Officer for Afghanistan in ASIAPAC division.
A challenging position as coordinator of “EU Safe Passage Task Force Afghanistan” in charge of Crisis Management in Afghanistan to contribute to the development and delivery of timely, solid and accountable EU responses to the crises. In particular, dealing with prevention, preparedness and response to crises as well as with the follow-up in co-ordination with other EU Member States and international actors.
The main responsibilities of the post are as follows:
RESPONSE COORDINATION
- To serve as coordinator of the EU safe passage taskforce Afghanistan, support the Head of the Task Force and ensure proper coordination and follow-up with EU Member States and like-minded organizations.
- To establish priorities of the crisis response for the management decision making process.
- To provide advice on crisis response to the Head of the Task Force and EEAS Senior Management, including Managing Directors and Commission’s services following eruption of crisis or critical incidents.
- To coordinate and contribute to all briefing papers, related materials and reporting concerning crisis for EEAS senior management.
POLICY COORDINATION
- To follow closely the emergence of new crises, or developments and windows of opportunity within existing situations of crisis and conflict, in order to identify proactively the scope for new or additional EU crisis response interventions.
- To contribute to the shaping of the overall EU policy in a given crisis, in close cooperation with geographic services and Delegations, through proactive participation in related meetings, and contribution to related briefings and other documents.
- To contribute to defining strategic priorities for EU crisis response actions, in close cooperation with geographic services, Commission’s services and Delegations, and, where relevant and appropriate, with outside organisations.
- To contribute to the shaping of the overall EU policy on crisis preparedness in close cooperation with EEAS/Commission thematic and geographic services, CSDP missions and operations, Delegations, Member States, like-minded countries and relevant international organisations such as UN agencies.
CRISIS MANAGEMENT
- To contribute to the identification of timely, solid, and accountable crisis response programmes by identifying the issues to be addressed and designing the proposed actions, fulfilling the criteria of political desirability, legal eligibility, and practical and procedural feasibility.
- To periodically review the need for additional measures and advise on any relevant amendments or extensions.
- To support the EEAS to fulfil its ‘Duty of Care’ policy.
- To participate in strategic mission planning, such as Exploratory Missions, Fact Finding Missions, Technical Verification Missions, etc.
- To participate in EEAS run “table-top” crisis-management exercises (as appropriate).
BUDGET, FINANCE, CONTRACTS and ACCOUNTING
- To support the management of contracts to implement preparedness measures to crisis response (where applicable and appropriate).
LEGAL BASIS
The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS)([1]), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents.
The successful candidate will be offered a contract as Temporary Agent under Article 2(b) of the Conditions of Employment of Other Servants (CEOS) at the grade of AD07 for a 4-year duration, renewable for another 2 years.
ELEGIBILITY CRITERIA
Candidates must meet ALL of the following general and specific conditions on the closing date for online applications:
- Be a national of one of the EU Member States and enjoy full rights as a citizen;
- Meet any obligations imposed on him or her by the laws concerning military service;
- Provide the appropriate character references as to his suitability for the performance of his duties;
- Have the capacity to work in languages of the CFSP (English and French, in writing and orally). Both languages are required in the performance of the duties. The command of one language must be at minimum C1 level (Language 1 — thorough knowledge) and the command of the other one must be at minimum B2 level (Language 2 — satisfactory knowledge).
- possess a level of education
- which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR
- which corresponds to completed university studies attested by a diploma and relevant professional experience of at least one year when the normal period of university education is at least three years.
- have gained at least 6 years’ full time professional experience. This experience must have been gained after obtaining the four-year diploma or after obtaining the three-year diploma and the one year relevant professional experience;
SELECTION CRITERIA
Candidates should:
- have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
- have an excellent capacity to create constructive working relations with national authorities, international organisations and EU Member States;
- have strong drafting, communication and analytical skills combined with sound judgement;
- have excellent knowledge of external relations, internal policies and functioning of the Union (relevant for most posts);
- have proven experience in working in crises (at least 5 years in Common Security and Defence and crises response related matters)
- have an excellent capacity of prioritisation and coordination;
- have experience and knowledge of CFSP and CSDP-related issues;
- have knowledge and/or proven experience in the key areas of crises management and mediation;
- have proven knowledge of finance and contract;
- have a proven experience in communication and horizontal tasks;
- excellent knowledge of security risks, in all their forms, across the world;
- built relationships with variety of diplomatic security actors, law enforcement and government agencies and security professionals in Member States and Third Countries;
- demonstrated ability to manage a team during an operation, working under pressure, work on priorities and projects, and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals;
- demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Furthermore:
- experience of working in an Embassy, a Delegation (or equivalent in an international organisation);
- experience of working in a team in multi-disciplinary and multi-cultural environment;
- experience of negotiations;
would be considered assets.

2. Pre-selection
The selection panel will make a pre-selection on the basis of the qualifications and the professional experience described in the CV and motivation letter.
3. Selection
The candidates who have passed the pre-selection step will be invited for an interview so that the selection panel can evaluate these candidates objectively and without prejudice based on their qualifications, professional experience and linguistic skills. Additional specific written or oral tests might be organised by the panel.

APPOINTMENT:
The selected candidate will be recruited as temporary agents under Article 2(b) of the Conditions of Employment of Other Servants (CEOS), in accordance with EEAS Decision ADMIN(2015) 20 on the engagement and use of temporary agents
The selected candidate will be required to undergo a medical fitness examination in accordance with Article 13 of the CEOS.
Candidates shall have a valid Personnel Security Clearance (PSC) allowing them to access information classified at the level “SECRET UE/EU SECRET” or will be required to undergo the corresponding security vetting in accordance with the EEAS security rules([3]). In case the successful candidate does not obtain his or her PSC, his or her engagement will be terminated.
In case of positive results on the medical fitness examination and after assessment of the PSC conditions, the candidate will be offered a contract as Temporary Agent, Grade AD07[4] for a duration 4 years renewable only once for another 2 years.
All member of the temporary staff shall serve initially a nine-month probationary period in accordance with Article 14 CEOS.
