WE ARE:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The EEAS RM.HR.3 – Rights, Obligations and Medical Cell Division is responsible for implementing the rights and obligations of all staff working in HQs and EU Delegations (Annex X of the Staff Regulations). In particular, the Medical Cell in its primary role to ensure the duty of care towards staff and families in HQ and in the 143 Delegations around the world, promotes their physical and mental health, provides support and advice on medical questions, including COVID-19 cases and vaccination campaign, as well as evacuations/repatriations on medical grounds. For these purposes, they manage a number of contracts from an operational perspective, which need an effective support on administrative side.

WE PROPOSE

The position of the Administrative and Financial Assistant – contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

WE LOOK FOR

We are seeking a highly motivated, service-orientated colleague, possibly with experience in administrative and medical matters, to join the Medical Service of EEAS consisting of three medical doctors, one phycologist, one nurse.

In particular the successful candidate will be responsible for the following tasks:
– Maintaining medical records, technical library, and correspondence files;
– Greeting patients, ascertaining purpose of visit, and directing them to appropriate medical staff;
– Monitoring functional mailboxes and routing the information as needed;
– Performing database and file system management and preparing statistics, as needed;
– Being focal point for receiving and routing laboratory results/medical reports to appropriate medical staff;
– Scheduling staff appointments and medical consultations and following-ups via calls or emails;
– Preparing medical and administrative notes and managing the ARES validation;
– Assisting EEAS staff and families serving in EU Delegations with COVID-19 vaccination certificates and other questions related to COVID-19;
– Assisting with the organisation of EEAS vaccination campaigns;
– Performing financial and administrative functions such as ordering and maintaining an inventory of supplies as well as participating in and following up tenders and contracts;
– Following the ongoing consumption of the current orders and contracts and making sure to launch the renewal of the contracts as appropriate (for medical checks, for PCR testing, for medical material, and similia)
– Performing any other administrative task as requested by the Head of Division and/or Head of Medical Sector.

LEGAL BASIS

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group III); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

ELIGIBILITY CRITERIA

Candidates for this contract agent III post should:

  • (i) have passed a valid EPSO CAST in a valid FG for this post
    or

  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
    have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

SELECTION CRITERIA

Candidates should:

– have experience as Assistant (as Medical assistant would be an asset)
– have a sound understanding of the administrative, budgetary and financial procedures of the EU institutions;
– have the capacity to perform with discretion and accurately different tasks in a complex and dynamic working environment;
– have a good command of English and French (orally and in writing);
– have experience in managing databases and other relevant platforms;
– have knowledge of medical procedures and/or the functioning of medical facilities;
– have a good command of MS Office, particularly of Excel;
– be able to work and deliver under pressure and in a flexible manner; and
– be able to work autonomously and in a service-oriented fashion.

In addition,
– good command of EU specialised IT tools (ARES, MIPS, SYSPER, ABAC etc);
– experience in working in a public or private medical service;
– experience in working in a multi-disciplinary and multi-cultural environment;
– experience in managing the administrative budget of the EU;

will be considered as strong assets.

SPECIFIC CONDITIONS OF EMPLOYMENT

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.
