We are:

The European External Action Service (EEAS) supports the work of the High Representative in
defining and implementing an effective and coherent EU foreign policy. The EEAS supports her
tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign
Affairs Council. It also supports the High Representative in her capacity as Vice President of
the Commission with regard to her responsibilities within the Commission in the external
relations field including the coordination of other aspects of the EU’s external action. The EEAS
works in close cooperation with Member States, the Council and relevant services of the
European Commission.

Within the SECRE Directorate, SECRE.2 Division’s mission is to protect EEAS Staff, visitors,
premises and physical assets in Brussels, as well as to protect classified Information relevant
to the EEAS, by putting in place appropriate security measures and procedures. The Division
has four sectors: Operations and Accreditations; EEAS Security Policy and Awareness; Projects
and Engineering and Security Investigations.

We propose:

The position of Security Agent – Technical Security Maintenance – contract agent FGII as per
article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
The position is in the Security Projects and Engineering sector, which is responsible of the
EEAS technical security installations mainly in headquarters. This includes the overall
operational, administrative and financial management, the supervision and maintenance of
the existing installations and equipment, the upgrades and the new projects.

We look for:

A highly motivated FG II contract agent to occupy the post of Security Agent – Technical
Security Maintenance in the sector Security Projects and Engineering.

The successful candidate will be called to:
– Ensure the management, the promotion, the enhancement and the respect of the technical security measures in the EEAS headquarters buildings, including building protection, security systems and their maintenance.
– Daily responsibility to manage, control and maintain the quality, update and maintenance of technical security systems by using appropriate methods and tools.
– Provide reporting on related systems maintenance key performance indicators. 
– Contribute to the installation and support of technical security measures, countermeasures, secure devices and related software.
– Supervise technical security activities and projects done by different internal and external parties.
– Responsible for access management to EEAS premises by external parties in respect with the EEAS access policy rules.
– Being part of the financial workflow of the Division, participating in the financial transactions relating to the work of the Sector; control and verify the quality of works and content of the related invoices.
– Keeping abreast of developments as regards security risks and security systems;
– Provide technical support in order to ensure the enforcement of security policies and guidelines
– Delivering advice, recommendations, and support to matters involving the EEAS technical security domain.

Particular aspects of the job include:

– Create, receive and follow-up reports about malfunctions/problems in any technical
aspect of security installations and equipment including but not limited to: access
control and electronic locks, intruder detection systems, CCTV, secured storage, XRays, secure key management etc.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of
Employment of Other Servants of the European Union (CEOS). 1

The successful candidate will be offered a contract agent position (Function group II);
renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent II post should:

  •  (i) have passed a valid EPSO CAST in a valid FG for this post
    Or
  • (ii) be registered in the EPSO Permanent CAST in a valid FG for this post

  • have a level of post-secondary education attested by a diploma or a level of secondary
    education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the member States of the European Union and enjoy full rights
    as a citizen.

Selection Criteria

The successful candidate shall have the following profile and qualities:

  • an excellent ability to maintain interpersonal relations and to ensure communication in
    a complex, multi-cultural environment;
  • have strong service attitude combined with sound judgement;
  • have strong technical skills;
  • have knowledge and/or proven experience in the key areas of:
    • physical security (security systems and measures) including but not limited to: access control and electronic locks, intruder detection systems, CCTV, secured storage, X-Rays, secure key management etc.
    • maintenance of security systems by using appropriate methods and tools
    • experience with appropriate CRM data systems, including monitoring and reporting on KPIs for maintenance, storage and inventory activities
    • technical security projects for office buildings 
    • finance, procurement and contract management
  • an engineering/technical background with experience of at least two years in building
    security systems
  • be stress resistant and able to work under tight deadlines
  • stand-by duty might be required
  • be fluent in English and in French (both orally and in writing).

Furthermore:

  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in working with or within other EU institutions in a similar role, would be considered as assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service. The successful candidate will be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level (EU SECRET), in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Authorised to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
