We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU’s Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The European Peace Facility Division (ISP.5) is a division within the Integrated Approach for Security and Peace Directorate (ISP), which ensures the overall management of the European Peace Facility (EPF) – a new EU external action instrument for the financing of CFSP actions of a military and defence nature. The Division is responsible for the planning/programming, identification and operational management of assistance measures (AM) as well as for the preparation and negotiation of relevant Council decisions. It also ensures political and operational reporting functions, including on safeguards and risk mitigation. The Division works closely with relevant EEAS departments, Commission services and the Council.

We propose

The position of Policy Officer – Assistance Measures in conjunction with military CSDP missions in ISP.5 division – contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

We look for

A motivated person for the challenging position as Policy Officer – Assistance Measures in conjunction with military CSDP missions – in ISP.5, within the Directorate for the Integrated Approach for Security and Peace (ISPD). In cooperation with other Directorates concerned within the EEAS, the Policy Officer will contribute to the planning/programming, identification and operational management of assistance measures (AM) funded under the European Peace Facility (EPF) as well as to the preparation and negotiation of relevant Council decisions.
The main duties will include:
– Foster synergies with other actors involved in the field of EU external action;
– Ensure the monitoring and evaluation of ongoing assistance measures in the field, including their impact on local populations, and prepare relevant reporting to the Council and other stakeholders;
– Assess proposals from EU Member States and requests from potential beneficiaries for assistance measures to be funded under the EPF and ensure coordination with other stakeholders;
– Conduct an initial identification process related to proposed assistance measures, including through the participation in field missions in insecure areas;
– Draft Council Decisions and Concept Notes related to proposed assistance measures;
– Identify gaps in military components conducting Peace enforcement operations;
– Attend and represent ISP.5 in meetings of relevant Council working groups;
 

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 1
The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • – (i) have passed a valid EPSO CAST in FG IV ;
    or
    – (ii) be registered in the EPSO Permanent CAST in FG IV https://epso.europa.eu/apply/job– offers_en?keyword=&contract=37&grade=All&institution=101&location=All
  • have completed university studies of at least three years, war college or equivalent, attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

 

SELECTION CRITERIA:

Candidates should:
– have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
– have an excellent capacity to create constructive working relations with national authorities, international organisations and EU Member States;
– have knowledge of EU institutions and functioning of the Union, CFSP/CSDP and broader EU external action including development assistance;
– have strong drafting and analytical skills combined with sound judgement;
– have the capacity to work in languages of the CFSP and external relations necessary for the performance of their duties (EN and FR).

Furthermore:

– previous experience in working for the Ministry of Defence of a Member State or a partner state;
– At least four years of experience in areas relevant to the definition and implementation of support programmes or assistance programmes in the field of security, military and defence matters as a programme manager.
– A proven knowledge in train and equip processes related to capacity building of military forces deployed in a peace enforcement environment;
– Knowledge of EU CSDP military missions and operations procedures and processes;
– Knowledge of EU institutions and functioning of the Union, CFSP/CSDP and broader EU external action including development assistance;
– Experience of advising third countries/organizations in military or defence sector. would be considered strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.
The successful candidate will be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment.
