EFSA is looking for data officers, who are familiar with working in the scientific & corporate data ecosystem and can tailor data and IT solutions to support the scientific risk assessment process and the decision-making process of EFSA developing data pipelines from data acquisition to data analysis, data reporting and data visualization.


You will support EFSA’s risk assessment and decision-making processes, by ensuring that high quality scientific & corporate data is properly collected, stored and made available to our internal and external stakeholders.

Your key responsibilities

 

Perform and coordinate data collection, data collation, data modelling and design, data validation and data analysis activities, ensuring and measuring data quality at support of the EFSA’s scientific risk assessment and decision-making processes.

Support the development of a standardised framework for data collection, management and analysis (processes and procedures) and the definition of the corporate data architecture and master data.

Improve methods and implement tools for data collection, data integration, data transformation, controlled terminologies and metadata management. 

Support the implementation of data warehousing and business intelligence solutions as well as data reports and data visualisations for both scientific and corporate data to support the work of EFSA’s units, Panels, Working Groups, the Scientific Committee as well as the decision-making process of EFSA.  

Support the development and management of suitable technical environments for hosting the data management and analysis framework, liaising with IT and DATA service providers. 

Work closely with data providers, data stewards, data scientists, statisticians (in general, any users of data) to ensure that fit-for-purpose, reliable and trustworthy data is available for EFSA’s risk assessment and corporate decision-making processes and, where necessary, perform data corrections, data standardisation, data enrichment and promote the use of best practices for controlled terminologies and master data management.

Support open data initiatives whilst ensuring the protection of personal and confidential data as well as data access control mechanisms. 
• Participate, when needed, in cross-functional teams and provide in-depth data insights into complex business problems that can be approached with advanced analytics.

Participate in internal and external fora, as needed, to define, design and implement new data standards and data pipelines  and support the preparation of trainings material, reporting guidelines and ensure service desk support.
• Participate in specific projects from inception to deliver.
• Define,  manage and monitor grant and procurement contracts relating to evidence and data management.

Life in Parma

 

Parma is a lively city of around 200.000 inhabitants located in the Italian region of Emilia-Romagna and ranked as one of the most liveable cities in Italy. Its centre is rich in art, with architecture from different periods and plenty of parks. Parma is famous for its food, surrounding picturesque countryside and medieval castles. It is strategically located between major cities like Milano and Bologna and within reachable distance from ski resorts, seaside and mountains.

 

Salary and benefits

 

The successful candidate will be recruited as Contract Agent Function Group IV with the basic salary starting from € 3.943 monthly, subject to an annual review of remuneration provided for in Article 64 and Article 65(1) of the Staff Regulations.

 

In addition to the basic salary, EFSA offers a range of benefits:

 

  • Various allowances to which the successful jobholder may be entitled, such as a household allowance, expatriation allowance (16% of basic salary), dependent child allowance and education allowance. The salary is subject to a Community tax deducted at source and staff members are exempt from national taxation.

WHAT ARE THE SELECTION REQUIREMENTS?

 

You must satisfy the following requirements on the closing date for submission of your application:

 

I. Eligibility criteria

 

1. General requirements

 

Be national of a Member State of the European Union, Iceland or Norway; 

Enjoy full rights as a citizen;

Have fulfilled any obligations imposed by laws concerning military service;

Be physically fit to perform the duties linked to the post;[1]

Have a thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU language;

Meet the character requirements for the duties involved.

 

2. Qualifications

 

A level of education which corresponds to completed university studies of at least three (3) years attested by a diploma.[2]

 

In case you do not fulfil all the eligibility criteria, your application will not be taken into consideration.

II. Selection criteria

 

The following competencies will be assessed throughout the different phases of the selection procedure. Candidates are also expected to demonstrate effective communication in both spoken and written English as well as strong motivation for the position.

 

1. Technical competencies

 

i. Professional experience on data management processes (e.g. data ingestion, data modelling and design, data transformation, data warehousing, business intelligence, data integration and interoperability, data security, master data management and reference terminology) and experience in the creation of data pipelines preferably on cloud environments (e.g. Microsoft Azure).

ii. Proven experience on data management/analysis software, statistical software or programming languages (e.g. SAS, MicroStrategy, Power BI, R-Shiny, Python, R, Spark or equivalent technologies) and familiarity with Software Development Life Cycle principles supporting Agile and DevOps methodologies.

iii. Professional experience on data quality management: implementation and monitoring of data quality standards, data quality dashboards, data quality control mechanisms, data quality metrics and KPIs ensuring the use of fit-for-purpose, reliable and trustworthy data in organisations, with a preference if in the area of EFSA’s remit.

iv. Experience in successfully managing projects or coordinating activities, preferably in the context of data management activities.

v. Experience in defining, developing, measuring  and leaning data management processes, in drafting guidance documents and provide service desk support.

[1] Before appointment, a successful candidate shall be medically examined by an institution’s medical officer in order that the European Food Safety Authority may be satisfied that the candidate fulfils the requirement of article 28(e) of the Staff Regulations of the Officials of the European Communities.

 

[2] Any academic qualification mentioned in the application form shall be duly supported by evidence (original or certified copies of e.g. diplomas, certification, etc.) Only qualifications issued by EU Member State authorities and qualifications recognised as equivalent by the relevant EU Member State authorities will be accepted. In instances where diplomas are obtained from a non-EU Member State, EFSA may request the candidate to provide a relevant document of comparability issued by a recognised authority.
